I have an interest in purchasing property in Kirkwood & have been following the powerhouse rebuild plan since the fire. I am encouraged by the .495 kwh prospective rate however I would like more information of how the rate was arrived at since I recall a report prepared by a consultant for the district last September that pegged the rate at .70 kwh.
Can anyone explain why the large difference ?

The District hired Jeff Bodington to do an assessment that was presented at the September 2010 Board meeting:

Since that time, we have significantly lowered the costs of constructions and also improved the energy efficiency of the system through a hybrid design of two generator sizes. We also have budgeted for building larger financial reserves that were not in the Bodington study.
There are a number of prices in the study depending on the price of diesel being much higher (although not unrealistic) and also various prices for connecting to the grid.
We expect to reduce debt services costs by having some paid by existing property tax revenue.
There are enough differences that I would not use the September study for specific numbers.
